- She attributed delayed Assembly payments to late submission of financial requests, not her department.
Machakos County Finance, Economic Planning, Revenue Management and ICT County Executive Committee Member (CECM) Catherine Mutanu is back behind her desk, and she wants residents to know her department has nothing to hide.
Speaking during a press briefing at her office, Mutanu addressed the recent impeachment motion tabled by the County Assembly, stating that the process did not culminate in her removal due to the intervention of the court.
“There is no impeachment,” Mutanu said, pointing to the High Court order that halted the process and secured her reinstatement.
She thanked Governor Wavinya Ndeti for facilitating her return to office in compliance with the court’s directive.
Flanked by County Secretary Dr. Muya Ndambuki, Chief Officer for Economic Planning Lawrence Maingi, and Chief Officer for ICT Ian Obare, Mutanu defended her department’s performance, pointing to a sharp rise in county revenue collection as proof of administrative competence.
She said the county collected Ksh3.352 billion in the financial year ending June 2026, up from Ksh2.1 billion the previous financial year. Mutanu argued that the increase refutes claims of incompetence previously raised against her department by the County Assembly.

On the matter of delayed payments, Mutanu explained that holdups in processing salaries and allowances for assembly staff were administrative in nature. She said the delays arose because the Assembly’s financial requests were not submitted to her department on time.
Ndambuki welcomed Mutanu back to her role, congratulating her on resuming her public service duties.
