Senator seeks clarity on status of Drought Resilience Programme in Northern Kenya

Marsabit senator Mohamed Chute has requested a statement from the Senate Committee on Land, Environment, and Natural Resources chaired by Senator John Methu regarding the status of the KfW Development Bank-funded Drought Resilience Programme in Northern Kenya (DRPNK).

He has called on the Committee to provide a list of the counties where the programme has been implemented, along with the commencement dates, planned implementation periods, and the number of project clusters in each county.

The Committee is expected to disclose the total funds allocated for the full implementation of the programme, clarifying whether the German-based KfW Development Bank provided these funds as a grant or loan.

Additionally, the Committee is required to give details of the first to the third Annual Investment Plans, while specifying the respective contributions from both the national and county governments.

The Senator also urged the Committee to provide detailed information on all projects under DRPNK, including the cost of each project, their status—whether initiated, completed, or tendered but not yet started—and to clarify whether public participation has been conducted for each project.

Legislator also requested that the Committee to disclose the duration and cost of the consultancy contract awarded to GOPA Worldwide Consultants, along with the total amount paid to the company to date.

The Drought resilience in northern Kenya is a project which is being sponsored by the German based bank – KfW Development Bank – supports the counties of Marsabit and Turkana in northern Kenya with developing and implementing the initiated drought-resilience reforms and strategies.
