President William Ruto has signed two Senate bills into law, including legislation providing Ksh71.09 billion in additional allocations to county governments for the 2026/2027 financial year.
The bills were signed at Eldoret State Lodge on Monday, October 19, 2026. They include the County Governments Additional Allocations Bill, 2026, and the County Assembly Services Amendment Bill, 2023.
The additional allocations law provides Ksh71,091,926,967 to counties, an increase of Ksh425.6 million from the previous financial year’s Ksh70.67 billion.
Deputy Chief of Staff Josephat Nanok said the funds would support the construction of county headquarters, Universal Health Coverage workers transitioning to PNV terms, and Community Health Promoters.
He noted that the legislation would enable county governments to prepare budgets and utilise the funds to improve service delivery.

The law also introduces accountability measures requiring the National Treasury to publish quarterly reports on transfers to counties, while county treasurers must account for conditional allocations in their financial reports.
The County Assembly Services Amendment Act seeks to strengthen governance and administration within county assemblies. It clarifies procedures for removing board members and county assembly clerks, managing staff and protecting the rights of employees on secondment.
The Senate Clerk said the legislation, sponsored by Marsabit Senator Mohammed Chute, aims to address administrative disputes and improve stability within county assembly services.
The impact of both laws will depend on timely disbursement of funds, proper financial oversight and effective implementation by county governments and assemblies.
