Deputy President Prof. Kithure Kindiki has announced that the government is committed to work with boda boda operators in a bid to reform and empower the sector.
Addressing the operators from Meru County at his Irunduni home in Tharaka Nithi County on Tuesday, the DP at the same time cautioned them against reckless behavior and criminal engagements which continues to tarnish the industry’s reputation.
Speaking during a high-level engagement with youth groups, from the industry and local footballers, the Deputy President called for mutual respect between road users and motorcycle riders, stressing that the vast majority of them are law abiding Kenyans trying to earn an honest living.
“We must respect the boda boda riders because they have the right to make a living like everyone else in the transport industry,” said Prof. Kindiki.
The former Interior CS further regretted that some rogue elements within the sector are involved in criminal activities and traffic violations noting that the government is keen to bring reforms in the industry.
“Most of them are doing business genuinely and obey the law. But some are engaging in criminal activities, including reckless use of roads. This is just a small clique portraying a bad picture of the boda boda industry,” he stated.

Prof. Kindiki however announced that President William Ruto had suspended the controversial Public Transport Motorcycle Regulation Bill, 2025, a proposal that had sparked widespread backlash for being crafted without adequate input from key stakeholders.
“The President has suspended it and it will not proceed until we have had adequate consultations,” he declared.
The Bill, which sought to impose stricter regulations on boda boda operators, was widely viewed as punitive by industry players who feared it would undermine their livelihoods without addressing the real issues affecting the sector.
He emphasized that the meeting is part of broader national campaign to engage young people in meaningful dialogue and inform them of government led empowerment programs designed to uplift youth across sectors.
“We strongly believe in the ability, vision and talent of our youth .We have a duty to take care of our country so we can create a prosperous nation where the youths can thrive and raise their families,” he noted.
The Deputy President outlined several flagship initiatives currently underway to tackle youth unemployment and create income generating opportunities.
He noted the government is focused on job creation in affordable housing projects, construction of markets and hostels nationwide.

He challenged the youth to take advantage of ‘Kazi Mtandaoni’ and Kazi Majuu ‘, initiatives he said is leveraging digital platforms and ICT hubs to harness online jobs and expand foreign employment programs now backed by bilateral labour agreements with multiple countries.
He also said that reforms in the education system are aimed at nurturing talent from an early age, as well as a comprehensive overhaul of the sports and creative industries.
“Every constituency in Kenya will get a sports academy to tap and refine talent because government is also committed to eradicating exploitation in the music and arts industry,” said Kindiki.
While pledging government protection and support for boda boda riders and the youth involved in lawful activities, the Deputy President at the same time issued a stern warning against indiscipline and political manipulation.
“Reckless riding and violation of traffic rules is not acceptable. Failure to follow the law endangers your lives and those of other road users. It will not be tolerated,” he said.
Prof. Kindiki also cautioned the youth against aligning with leaders who fuel chaos and division.
“Avoid being exploited by retrogressive leaders who have nothing to offer but violence and destruction. Engagement with the youth should be how to grow our country economy and unity and I believe every single one of them has an idea or two on how to make Kenya better,” he said.
