KRA announces key executive appointments to drive digital and policy reforms

The Kenya Revenue Authority (KRA) has announced two major executive appointments approved by its Board, marking a significant step in the agency’s ongoing organisational transformation, technology modernisation, and evidence‑driven tax policy agenda.

The appointments, which take effect on 12th January 2026, are expected to strengthen KRA’s leadership capacity as it accelerates reforms across its operational and strategic departments.

In the new changes, the Board has appointed. Brian Omooria Nyakeri as Commissioner for the Business Strategy, Technology and Enterprise Modernisation Department. Nyakeri joins KRA with more than 20 years of experience in the private sector, where he built a distinguished career in digital transformation, enterprise architecture, cloud technologies and large‑scale systems modernisation.

Nyakeri’s recent role was at Agile Cloud Limited, where he served as Lead Consultant and Chief Technology Officer. He has also held senior leadership positions at IBM East Africa, Dell Technologies Inc., Safaricom PLC and FHI 360 Inc., overseeing major technology initiatives in infrastructure, operations, enterprise systems and innovation.

Nyakeri holds an Executive Master of Business Administration from the South African Development Centre/IBM Institute for Business Value and a Bachelor of Science in Computer Science Systems Engineering from Africa Nazarene University. He is certified in multiple global technology disciplines, including cloud architecture, data strategy, systems engineering, network administration and enterprise design. He is also a member of the Computer Society of Kenya and the Information Systems Audit and Control Association.

The Board has further approved the appointment of Alex Kimani Mwangi as Commissioner of the newly established Tax Research and Analysis Unit (TR&A), a high‑impact technical office that will serve as the central hub for research, modelling, forecasting and evidence‑based tax policy analysis.

The unit will spearhead Kenya’s tax reform analytics, support the National Treasury with empirical insights and strengthen KRA’s internal research capacity through rigorous data‑driven approaches.

Mwangi, who joined KRA in 2002 as a Graduate Trainee, has risen steadily through the ranks and most recently served as Acting Commissioner for Business Strategy, Technology and Enterprise Modernisation since March 2025. He previously served as Acting Commissioner for Strategy, Innovation and Risk Management, and as Deputy Commissioner for Research, Knowledge Management and Corporate Planning. He holds both a Master’s and Bachelor’s degree in Statistics from the University of Nairobi and has undertaken international training in Tax Policy and Administration at the National Tax College in Japan. Mwangi is a Certified Ethics and Integrity Practitioner and a member of the Royal Statistical Society and the Economics Society of Kenya.

Regionally and internationally, Mwangi has represented KRA in key engagements with the African Tax Administration Forum, the International Monetary Fund, the OECD and the East African Revenue Authorities Technical Committee. He has contributed to major initiatives, including the African Tax Outlook and Kenya’s Medium‑Term Revenue Strategy, positioning him as a central figure in the country’s tax policy development.

KRA said the appointments reflect its commitment to strengthening digital transformation, deepening analytical and forecasting excellence and advancing the next phase of administrative and policy reforms.

The authority noted that the leadership of Nyakeri and Mwangi is expected to drive transformative, organisation‑wide impact as KRA continues to modernise its systems and enhance service delivery.

The Authority congratulated both appointees and urged taxpayers and stakeholders to continue supporting its reform agenda.
