- A Ksh7 billion Nyali project is already 70.5 per cent complete, with thousands of homes and a 1,000 stall market coming up.
- A 106 year old market is set for a 13 storey transformation featuring homes, offices, restaurants and modern trading spaces.
Mombasa is undergoing a major transformation in its residential and commercial landscape as the government accelerates implementation of the Affordable Housing Programme (AHP), with high-rise housing and mixed-use developments expected to reshape the coastal city’s skyline.
The projects are aimed at addressing Mombasa’s housing deficit while modernising residential, commercial and public facilities. They are also expected to create employment opportunities and improve the living and business environment for residents.
In Nyali Sub-County, construction of the Ksh7 billion Affordable Housing Project is progressing steadily, with the housing component currently 70.5 per cent complete and expected to be ready by February 2027.
The multi-use development is being constructed on 23 acres in the upmarket Nyali suburb and began in mid-February 2025. It comprises 14 residential blocks offering studio, two-bedroom and three-bedroom units.

The development will include landscaped courtyards and pedestrian walkways connecting the residential blocks. Beyond housing, it will have an Early Childhood Development Centre, primary and junior secondary schools, a market with 1,000 stalls, a commercial building, community centre, clubhouse and wastewater treatment plant.
The market component is expected to be completed in October 2026, while the housing units are scheduled for completion in February 2027. The project has created more than 3,000 direct and indirect jobs, with the Jua Kali sector playing a significant role in its implementation.
Strategically located off the Mombasa-Malindi Highway, the project is also expected to benefit from improved accessibility once ongoing road construction works are completed.
In Mvita Sub-County, construction of the Hobley Road and Makupa mixed-use development, as well as projects at Shanzu Teachers Training College and National Youth Service (NYS) Training College, is at the foundation stage.
Mombasa County Commissioner Mohamed Noor has urged residents to register on the Boma Yangu platform to increase their chances of owning homes under the Affordable Housing Programme. He said in the county, construction of houses, markets and hostels had begun, with projects worth approximately Ksh23 billion.
He noted that the Nyali and Hobley Estate Affordable Housing Projects had each been allocated Ksh7 billion as part of the Government’s wider investment in housing and related infrastructure.
The Government is also constructing an eight-storey modern hostel at the Kenya Medical Training College (KMTC) Port Reitz campus in Changamwe Sub-County, while another hostel is planned for Shanzu Teachers College in Kisauni.
Overall, 10,000 housing units are expected to be constructed across Nyali, Mvita, Likoni, Kisauni, Changamwe and Jomvu sub-counties under the Affordable Housing Programme.
Another major development is the Ksh685 million Makupa Modern Mixed Urban Development and associated infrastructure project in Mvita Sub-County. The project will see the historic 106-year-old Majengo Market redeveloped into a 13-storey mixed-use complex within 12 months.

The facility will comprise a market, residential units, offices, restaurants, food courts, conference and meeting rooms, a guard house, waste management facilities and a powerhouse.
The redevelopment is expected to provide traders with modern facilities while promoting business growth and improving the overall trading environment.
Similar mixed-use developments are planned for Sega and the Old Town Fish Market, both in Mvita Sub-County.
The ongoing projects are expected to transform Mombasa’s urban landscape by increasing access to affordable housing, modern markets, educational facilities and other social amenities.
The developments are also expected to stimulate economic activity and create employment while modernising a city renowned for its rich history, culture and tourism.
With thousands of housing units and supporting facilities planned across six sub-counties, the Affordable Housing Programme is expected to play a key role in addressing housing needs and supporting Mombasa’s growing population and economy.
