The Kenya Revenue Authority (KRA) has stepped up consultations with cargo consolidators on the implementation of President William Ruto’s directive on consolidated cargo and measures to support small-scale Kenyan traders.
The engagement was led by KRA Commissioner for Micro and Small Taxpayers George Obell and Commissioner for Customs and Border Control Dr Lilian Nyawanda.
During the meeting, KRA and representatives of cargo consolidators discussed modalities for implementing the presidential directive, with participants agreeing to continue consultations in the coming weeks.
A Technical Working Group has also been constituted to oversee implementation and drive the agreed resolutions.
KRA further announced that it will immediately roll out a comprehensive tax education programme targeting cargo consolidators and small traders. The initiative is intended to enhance understanding of tax obligations and promote compliance among traders.
The engagement comes after concerns by small-scale traders over the increased customs clearance charges for consolidated cargo.

President Ruto had directed a review of the Ksh3.2 million customs clearance charge, following protests from traders who argued that the new threshold was adversely affecting their businesses.
Speaking during a meeting with Micro, Small and Medium Enterprises (MSME) traders at State House, Nairobi, the President said the Government was willing to address concerns surrounding the revised customs clearance arrangements while maintaining that all Kenyans must contribute taxes to support government operations.
Under the directive, containers carrying ordinary goods are expected to continue attracting a Ksh2 million clearance charge, while consignments containing high-value goods will undergo further assessment based on the value of the goods.
The latest engagement between KRA and cargo consolidators is expected to help clarify the implementation framework while ensuring that the interests of small traders are taken into account.
KRA said the consultations demonstrate its commitment to working with traders to simplify tax processes, improve compliance and facilitate legitimate trade.
