Cyber cafés across Kenya will, from Friday, August 14, 2026, be required to register customers and maintain detailed usage records under new regulations issued by the Communications Authority of Kenya (CA) to combat cybercrime.
Under the new rules, cyber café operators must record customers’ names, national ID numbers, the computer used, and login and logout times. They must retain the records for at least three years.

Operators will also be required to issue receipts, install software that blocks illegal websites and monitors web traffic, and grant CA officers access to records and equipment during investigations.
The regulations are aimed at addressing crimes such as SIM swap fraud, mobile money theft, identity theft, online piracy, and document forgery. These offences have become increasingly common in Kenya’s digital economy.
Businesses that fail to comply with the CA’s cyber café regulations risk penalties including fines of at least Ksh500,000 or 0.2% of annual turnover, suspension of services, and possible closure by the regulator.
