The Senate Committee on Delegated Legislation has consented to the Affordable Housing Regulations 2025 to facilitate seamless implementation of the Affordable Housing Programme.
Chaired by Senator Mwenda Gataya (Tharaka Nithi), the committee was taken through the objectives and key components of the proposed Regulations, which are set to guide the implementation of the Affordable Housing Act, 2024.
Senator Gataya said the project is a transformative initiative that must be supported for the benefit of many Kenyans.
Principal Secretary Charles Hinga who appeared before the committee said the Regulations are designed to operationalise the Act and offer clarity on how the Affordable Housing Programme will be rolled out.
The Affordable Housing Regulations 2025 seeks to provide the criteria for application for the allocation of an affordable housing unit under Section 48 of the Act, prescribes the requisite deposit for an affordable housing unit under Section 49(2)(a) of the Act and provide for deposit assistance.

It outlines the procedure to be followed in cases of default in repayment for an allocated unit and set the criteria for changing an affordable housing unit under Section 59(2), among other provisions,” submitted PS Hinga.
The affordable housing Act provides for the establishment of the Affordable Housing Board, which oversees the programme’s implementation.
County Rural and Urban Affordable Housing Committees are also established to facilitate the process at the local level.
The Boma Yangu platform is a key tool for registration, project viewing, and unit selection within the programme.
The Affordable Housing Act aims to facilitate the provision of affordable and institutional housing, it also seeks to give effect to the constitutional right to accessible and adequate housing.
