Cooperatives Principal Secretary Patrick Kilemi has announced that the State Department has constituted a taskforce to spearhead the development of regulations that will operationalise the proposed Cooperative Bill once it is enacted into law. The move comes as the Bill enters the final stages of consideration in Parliament.
In a statement shared on his Facebook page on Thursday, July 9, Kilemi said he received a briefing from the taskforce secretariat, led by its chairperson, on the roadmap and key activities that will guide the formulation of the regulations.
“Today, I received a briefing from the Task Force Secretariat, led by the Chairperson, Professor Isaac K. Nyamongo, on the roadmap and key activities that will guide the formulation of the regulations,” reads the statement by the PS.
The taskforce will work closely with the Office of the Attorney General, the Kenya Law Reform Commission and the cooperative movement to develop regulations that will provide a robust framework for the effective implementation of the Act.
I commend the taskforce for the progress made thus far and reaffirm the State Department’s full support as it undertakes this important national assignment, said Kilemi.

He further underscored the need for an inclusive and transparent process, directing the taskforce to facilitate meaningful public participation and broad stakeholder engagement in the development of the regulations.
He said the approach would ensure the final framework reflects the aspirations and priorities of Kenya’s cooperative movement.
