Ethics and Anti-Corruption Commission (EACC) has handed over the Compliance Monitoring Report on the implementation of the National Fertilizer Subsidy Programme (NFSP) to the State Department for Agriculture.
The report was formally presented to Secretary Administration Harun Khator, who received it on behalf of the PS, Dr. Kipronoh Ronoh Paul.
The report underscores the critical role of collaboration between the State Department and EACC in safeguarding the subsidy programme from corruption risks, thereby protecting farmers and ensuring access to affordable fertilizer.
Khato said the department has made significant strides in modernizing agricultural service delivery, particularly through strategic investments in ICT systems that form the foundation for improving transparency and efficiency in fertilizer distribution.

There has also been improvement in the logistics of fertilizer delivery, with enhanced coordination in getting fertilizers to National Cereals & Produce Board depots and ultimately to farmers.
The State Department has also embraced digital registration systems, ensuring better data accuracy and transparency, which helps guarantee that the subsidy benefits the right beneficiaries. The openness to scrutiny further reflects the Department’s commitment to maintaining the integrity of the program.
The department remains committed to working closely with all stakeholders: EACC, NCPB, County Governments, and other public officers to ensure that the recommended reforms are implemented swiftly, ultimately improving the transparency, accountability, and impact of the programme.
