The National Assembly Committee on Delegated Legislation, chaired by Ainabkoi Constituency Member of Parliament Samuel Chepkong’a has reviewed and adopted the County Licensing (Uniform Procedures) Regulations, 2025, which aim to establish a national legislative framework for standardized licensing processes across 47 counties.
During the session, Principal Secretary for the State Department of Investment Promotion, Hassan Abubakar, appeared before the Committee to brief Members of Parliament on the new guidelines. Abubakar represented Cabinet Secretary for Investments, Trade and Industry, Lee Kinyanjui.
In his presentation, Abubakar explained that the regulations are designed to streamline licensing procedures among county governments, ensuring uniformity, predictability, and efficiency in the issuance of business licenses.

He emphasized that the standardised framework will enhance the ease of doing business and encourages greater private sector participation within the devolved units.
Committee members raised various concerns about the implementation and oversight of the proposed regulations, which Abubakar addressed, assuring them that the measures would strengthen coordination between national and county governments.
Following the review, the Chepkong’a-led Committee will prepare a report on the regulations for presentation to the National Assembly, where it will be tabled for debate and approval.
