The Principal Secretary of the State Department for Micro, Small, and Medium Enterprises (MSMEs) Development, Susan Mang’eni, has officially inaugurated the Technical Working Group (TWG) for the MSME Survey 2025. The team is responsible for creating a detailed framework to direct the national survey.
The 2025 MSMEs survey follows a previous survey that was conducted lastly 2016 and is set to capture the evolving nature and variety of MSME sector by enterprise activity, geography, gender distribution, and skills with the sector.
The data and information from the survey will measure the contribution of the MSME sector and its subcomponents to GDP, its contribution to employment, and the size and magnitude of MSME both in the formal and informal sector and will target all non-primary activities and Agribusiness.
The survey findings will be crucial in shaping evidence-based policies, pinpointing high-potential sectors for targeted support, steering interventions that boost economic growth and generate sustainable jobs, and outlining the steps needed to enable Kenyan MSMEs to access regional and international business opportunities.

According to PS Mang’eni, the TWG adopts a whole-of-government approach, comprising experts and resource persons from institutions including the National Treasury, the State Department for Economic Planning, the Kenya National Bureau of Statistics, the Ministry of Agriculture, the Kenya Export Promotion and Branding Agency (KEPROBA), the Kenya Industrial Research and Development Institute (KIRDI), the State Department for Youth Affairs and the Creative Economy, the State Department for Trade, the State Department for Cooperatives, the Micro and Small Enterprises Authority, the State Department for Investment Promotion, the Kenya Bureau of Standards (KEBS), the Kenya Jobs Economic Transformation Project, the Financial Inclusion Fund, Kenya Industrial Estates, and the Presidential Economic Transformation Secretariat, among others.
“Despite challenges posed by the COVID-19 pandemic, recent drought, and politically instigated unrest, the MSME sector has displayed remarkable resilience, contributing 40 per cent to Kenya’s Gross Domestic Product (GDP) and employing over 70 per cent of the population.” Said Mang’eni.
The Survey 2025 will build on the momentum of the recently launched Strategic Plan for the State Department for MSMEs Development, which aims to increase the MSME sector’s contribution to GDP from its current 40 per cent to the global average of 60 per cent.
Through this initiative, the government reaffirms its commitment to unlocking the full potential of MSMEs as drivers of inclusive growth, job creation, and economic transformation.
