Sugar Board calls for registration of all sugar re-packagers to strengthen regulation, protect consumers

The Kenya Sugar board has directed all individuals and companies involved in sugar re-packaging to register with the Board by November 17, 2025, as part of new measures aimed at strengthening regulation and protecting consumers.

In a public notice issued this week, the Board invoked powers under Section 61 of the Sugar Act, 2024, and the Sugar (General) Regulations, 2025, stating that every entity engaged in re-packaging sugar for retail must comply with the new requirements.

The Board said the registration drive is intended to enhance traceability, boost quality-control systems, and curb the sale of substandard or adulterated sugar in the Kenyan market.

It also aims to reinforce regulatory oversight and safeguard consumer welfare amid rising concerns over food-safety standards.

“All sugar re-packaging entities are required to register with the Board,” the notice reads, adding that the process will enable tighter monitoring and enforcement of sugar-quality regulations.

Applicants will be required to submit their details and supporting documents through the Board’s online Integrated Management Information System (IMIS) portal.

The Board also emphasized that only firms that meet the prescribed standards and documentation guidelines will be approved.

The initiative comes as government intensifies oversight of the sugar value chain, from production to retail, to eliminate illicit trade, protect farmers, and ensure consumers access properly certified products.

Entities that fail to comply by the deadline risk regulatory action including possible suspension from engaging in sugar re-packaging operations.
