Garissa County’s Rural and Urban Affordable Housing Committee is now set to begin operations, following the swearing-in of its four board members on Thursday.
The ceremony took place at the County Headquarters, presided over by Garissa Chief Magistrate Thomas Mwangi. Speaking during the event, Governor Nathif Jama congratulated the new members and urged them to serve with dedication, integrity and excellence in advancing the county’s affordable housing agenda.
Additionally, the Governor called on the committee to familiarise itself with, and anchor its work on, the Urban Areas and Cities Act, 2019, and the Affordable Housing Act, 2024. Together, these laws provide the legal framework guiding the committee’s operations.

The Affordable Housing Act, 2024, provides for the establishment of County Rural and Urban Affordable Housing Committees. These committees are tasked with coordinating, overseeing and facilitating affordable housing initiatives at the county level.
Beyond coordination, the committees also support the implementation of housing programmes designed to expand access to decent and affordable homes for residents.
The newly sworn-in committee comprises Abdi Ali Owsahal as Non-Executive Chairperson, alongside members Mohamed Abdi Ahmed, Magol Muhiyadin and Bishara Elyas Jilaow.
With the team now in place, the committee is expected to move quickly to begin coordinating Garissa’s affordable housing efforts, in line with the frameworks set out by both the national and county governments.
