Public has until April 24, to submit views on Sacco Amendment Bill

The public has until 5:00 p.m. on April 24, 2026, to submit their views on the proposed Sacco Societies (Amendment) Bill, No. 32 of 2025.

The National Assembly, in a notice issued on April 10, invited citizens, stakeholders, and organizations to present their views in line with Article 118 of the Constitution of Kenya 2010, which requires public participation in legislative processes.

The proposed amendments are expected to address key areas including governance, regulatory compliance, protection of member savings, adoption of digital financial services, and risk management within Sacco institutions.

The Sacco sector plays a significant role in promoting financial inclusion across Kenya, particularly among underserved communities. As a result, any legal changes could have wide-reaching effects on operations, member benefits, and overall sector stability.

Stakeholders are encouraged to submit clear, evidence-based proposals highlighting specific provisions of the Bill. Submissions can be made via email, post, or hand delivery to the Clerk of the National Assembly in Nairobi.

Industry bodies such as the Co-operative Alliance of Kenya have urged members to participate, noting that collective input can help shape more effective and inclusive legislation.

The outcome of the Bill is expected to influence regulation, digital transformation, and member protection within the Sacco movement, making public participation a critical part of the lawmaking process.
