State to roll out e-voucher system for livestock vaccination to curb diseases

The state through the Ministry of Agriculture and Livestock Development is set to roll out an electronic voucher (e-voucher) system in counties for livestock vaccination, aiming to improve disease surveillance and livestock management.

According to Livestock Development Principal Secretary Jonathan Mueke, security agencies will also leverage the system in the ongoing fight against cattle theft and the illicit livestock trade.

Modelled on the successful e-voucher system for fertilizer distribution, the initiative is expected to streamline vaccine delivery and strengthen disease monitoring across counties.

“The system, which will be piloted in regions with high livestock populations and those prone to outbreaks of foot-and-mouth disease (FMD), anthrax, and other transboundary animal diseases, will enhance data-driven decision-making in the livestock sector,” said Mueke

The PS also stated that the system will support real-time data collection, enabling authorities to map vaccination coverage, identify disease hotspots and respond more quickly to outbreaks. It will also maintain comprehensive digital health records for livestock — a key step towards modern herd management and traceability.

“We have already tested the system in government farms. We are in talks with all county governments through respective livestock and veterinary departments to roll out the programme immediately,” he added.

The PS said the initiative forms part of the government’s broader strategy to digitise agricultural services and strengthen resilience in the livestock sector, which supports millions of rural households.
