  • Three more suspects plead not guilty in the Ksh260 million Eco-Pillar Sacco fraud case.
  • Court imposes bond terms and restrictions on the accused.
  • Nine people now face the main conspiracy charge as the case heads to pretrial proceedings.

West Pokot County Assembly Speaker Fredrick Kaptui Plimo has pleaded not guilty to charges linked to the alleged loss of Ksh 260,008,100 at Eco-Pillar Sacco Society Limited. Two other accused persons also denied the charges before the Kapenguria Law Courts on, November 5, 2026.

Plimo appeared with Kodich Ward Member of County Assembly (MCA) Paul Loktari Ywapamoi and Francis Atodosia before Senior Principal Magistrate Stella Telewa. The three had not been present on October 29, 2026, when six other suspects took plea. Their lawyers explained their absence, and the court postponed their plea until this week.

After the plea, the magistrate released each of the three on a bond of Ksh 12 million with one surety, or an alternative cash bail of Ksh 6 million. The court barred them from visiting the Sacco’s premises and from interfering with, intimidating or influencing witnesses until the case ends. They must also hand over their travel documents, which the court administrator will keep, and may not leave the country without permission. The court gave them 14 days to appeal against the ruling, which was delivered virtually in open court.

The prosecution alleges that the accused conspired to defraud the Sacco between 2018 and 2025 by manipulating its Sacco Link integrated financial and transaction systems. It claims the scheme involved fictitious accounts, questionable loans, altered financial records and unauthorised transfers to personal bank and M-Pesa accounts. The charge sheet also sets out separate allegations against some of the accused, with specific transactions and losses attributed to individuals.

A second charge, abuse of office, names Plimo and Linus Lokira. According to the prosecution, both served as chief executive officers of the Sacco at different times. It alleges that they arbitrarily ordered Sacco money to be deposited into personal bank and M-Pesa accounts. They are further accused of forcing junior employees to hand over their ATM cards and personal identification numbers for use in the transactions, and of threatening some staff with dismissal if they refused.

Nine people now face the main conspiracy charge. Apart from Plimo, Ywapamoi and Atodosia, they are Linus Lokira, Leonard Pchakasan Domoita, Nicholas Toroitch Arusho, Andrew Poriot Lorema, Susan Chesang and Florence Chemotwo.

The charge sheet states that the accused were arrested without warrants on August 8, 2026. Eco-Pillar Sacco Society Limited is listed as the complainant through the State. The prosecution is expected to rely on witness testimony and financial records.

The case has drawn attention in West Pokot County because of the sum involved and the public and institutional offices some of the accused hold. All the charges remain allegations, and every accused person is presumed innocent until a court decides otherwise. The matter returns to court on November 16, 2026, for mention and pretrial directions.
