Cabinet Secretary Nominee Mutahi Kagwe (Agriculture and Livestock Development) has proposed a consultative approach in the livestock vaccination program.
The former Health CS said the decision to vaccinate livestock ultimately lies with the owner. Experts will be involved to address misconceptions and provide facts.
Speaking during the vetting exercise by the Committee on Appointments, Kagwe pledged to use lessons from the pandemic to reform Kenya’s agricultural sector through science and innovation. Kagwe also emphasized the need for scientific validation before introducing genetically modified organisms (GMOs) into Kenya.
“We are not guinea pigs,” he declared, assuring that no untested products would be approved under his leadership.
The Committee will present its report to Parliament during a special sitting on Thursday for consideration.
President William Ruto had defended the government’s livestock vaccination program, saying the initiative is a critical step toward improving animal health and boosting the livestock sector. The program will see the vaccination of 22 million cattle against Foot and Mouth Disease (FMD) and 50 million sheep and goats against Peste des Petits Ruminants (PPR) across the country.

The president emphasized that this initiative is part of his administration’s broader agenda to enhance food security, promote sustainable agriculture, and uplift pastoralist communities who heavily rely on livestock for their livelihoods.
