Kenya’s cooperative movement is set for sweeping reforms after the Ministry of Co-operatives and MSME Development signed a Memorandum of Understanding (MoU) with the German Cooperative and Raiffeisen Confederation (DGRV), a partnership officials say will tighten governance, strengthen financial oversight, and safeguard millions of members’ investments.
The deal, signed by Principal Secretary for Cooperatives Patrick Kilemi, comes at a time when confidence in some societies has been shaken by mismanagement, weak oversight, and fraud. Authorities said the collaboration will help restore trust by introducing stronger auditing systems, enforcing financial discipline, and promoting member-centred leadership.
Beyond governance, the pact will support capacity building for cooperative leaders and staff, particularly in smaller rural societies that struggle with management skills, technology adoption, and strategic planning. Training programmes are expected to equip managers with modern tools to improve service delivery and long‑term sustainability.

Digital transformation is also on the agenda. Officials said the partnership will encourage cooperatives, especially SACCOs, to adopt digital financial services, stronger data systems, and improved communication platforms. The move is expected to cut costs, expand access, and enhance customer experience for members across the country.

Member protection remains a central focus. Transparent operations and stronger regulatory systems are expected to shield members from fraud and poor governance practices, ensuring cooperatives remain credible and resilient institutions.
The MoU further provides a platform for knowledge exchange between Kenya and Germany. With Germany’s cooperative sector long regarded for its institutional strength and financial discipline, Kenyan officials said the collaboration offers valuable lessons as the country pursues reforms.
The new partnership signals renewed commitment to building cooperative societies that are accountable, innovative, and responsive to the needs of their members.
