- Guarantor-related Sacco complaints surge sharply in 2025
- Loan and loan issuance complaints also increase during the year
- Savings and deposit refund cases remain the largest complaint category
Complaints involving Sacco loan guarantors more than quadrupled in 2025, emerging as one of the fastest growing areas of concern among members.
According to the 2025 Sacco Supervision Annual Report, complaints relating to guarantors and guarantees for loans increased from 13 cases in 2024 to 59 in 2025.
The Sacco Societies Regulatory Authority (SASRA) described the increase as a concern that underscores the need to address issues surrounding the guarantorship model.

Notably, the 59 guarantor related cases accounted for 6.66 per cent of all complaints and enquiries handled during the year, up from 1.70 per cent in 2024.
Overall, complaints received by SASRA increased from 764 in 2024 to 886 in 2025. Loan and loan issuance complaints also rose, from 92 cases in 2024 to 99 cases in 2025.
Meanwhile, claims involving refunds of savings and deposits remained the largest category, despite falling from 491 cases in 2024 to 425 in 2025. They accounted for 47.97 per cent of complaints recorded in 2025.
