President William Ruto has disclosed that the government has transferred KSh4 trillion to counties in the last 12 years, fostering inclusivity through fair resource distribution and addressing marginalisation.
Speaking on Wednesday during the official opening of the Devolution Conference 2025 running from 12th – 15th August 2025 in Homa Bay County, the president said the government remains committed to unlocking the full potential of devolution.
“This year, we have increased the equitable share by nearly KSh30 billion, ensured timely disbursements and cleared all balances owed to the counties,” said the president.
The head of state added that the government has also conclusively delineated, unbundled and gazetted 14 outstanding devolved functions, initiated the transfer of county assets, and enacted supportive legislation.
The government is also supporting counties to digitize their operations, enhance efficiency, and curb the waste of public resources.
Additionally, he said that counties are critical frontiers and powerful drivers of both national and local growth: “The Devolution Conference 2025 is a moment to take stock, celebrate gains and reimagine how we can accelerate progress of every county and Kenya at large. The theme of this year’s conference speaks directly to our nation’s vision, a Kenya where every citizen has a fair and equal opportunity to thrive.”

In his remarks, Chairperson Council of Governors Ahmed Abdullahi said that this year, they will focus on equity, inclusion and social justice in development and service delivery.
He lamented that the country is grappling with unequal resource distribution, economic imbalances, and social exclusion of vulnerable populations.
The discourse in this year’s conference will examine how County Governments, in collaboration with the National Government can expand the economy to accommodate the young people; improve accessibility and availability of healthcare, education, housing and other public goods; and eliminate poverty and existing systemic vulnerabilities.
This year’s theme is; For the People, For Prosperity: Devolution as a Catalyst for Equity, Inclusion and Social Justice.
The goal is to examine the place of devolution in the realization of equity, inclusion, and social justice and generate practical proposals that can be adopted by state and non-state actors for bridging the socio-economic divide.
