President William Ruto and former Prime Minister Raila Odinga officially commissioned Phase I of the Makasembo Affordable Housing Project in Kisumu on Saturday, May 31.
The project, developed by the Local Authorities Pension Fund (LAPFUND), marks a major milestone in the government’s affordable housing programme and the broader Bottom-Up Economic Transformation Agenda (BETA).
Construction of the estate began in March 2021 on an 11.6-acre parcel of land and has yielded 1,870 housing units along with 1,754 parking slots. The development supports the Medium-Term Plan IV of Kenya Vision 2030 and aims to provide dignified, modern housing to Kenyans while also spurring economic growth and job creation.
The housing units are divided into three blocks. Block A consists of 1,300 medium-cost two- and three-bedroom units, while Blocks B and C include 527 low-cost one-, two-, and three-bedroom units. The estate is also equipped with key social amenities such as a pre-school, daycare centre, solar power systems, a borehole, high-speed lifts, and communal recreational gardens.

Kisumu Governor Prof. Anyang’ Nyong’o, who received LAPFUND CEO Bernard Mbogoh during a courtesy call on May 14, said the project exemplifies the unity of purpose in delivering decent living standards to Kenyans. He noted that Phase 1 alone has produced 910 housing units and that plans are underway to break ground on Phase 3 during the same event.
“I’m particularly pleased that the facility includes a kindergarten and daycare centre. This will support working families and ensure a nurturing environment for our young learners,” Governor Nyong’o said.
LAPFUND, a state corporation established in 1960 and operating under the County Governments Act 2012, manages a fund currently valued at Sh66 billion. With a membership of 78,000, it primarily serves county government employees and related institutions.

Apart from providing homes to potential buyers, the Makasembo Affordable Housing Project is expected to generate significant employment opportunities, particularly for youth and women. It will also contribute to improving infrastructure in the area and boosting local economic activity.
Governor Nyong’o emphasized that the development is about more than housing. “It is about improving lives, building communities, and creating opportunities for growth. This is a strong testament to our commitment to delivering on the promise of decent and affordable housing,” he said.
The commissioning of this project signals a major step forward in Kenya’s national housing agenda and underscores the collaborative effort between national and county governments to meet the needs of citizens.
