Ruto signs bill establishing County Assembly Fund in all 47 counties

President William Ruto has signed into law the County Allocation of Revenue Bill 2025, and the County Public Finance Laws (Amendment) Bill 2023, marking a significant boost for devolution and county governance.

The legislation, sponsored by Meru Senator Kathuri Murungi, paves the way for the establishment of a County Assembly Fund in all 47 counties, an initiative aimed at strengthening the independence and oversight capacity of County Assemblies.

Speaking at State Lodge, Homa Bay,during the signing on Wednesday,  President Ruto announced an increase in the equitable share of revenue to counties to KSh415 billion, up from KSh387 billion in the previous financial year.

“The significant increase in funds underpins our commitment to mobilising more resources to support devolution and boost service delivery to the people at the grassroots,” he said.

Senator Murungi hailed the enactment as a milestone for devolved governance.

“This is a milestone for all the 47 County Assemblies. We look forward to more developments in our counties,” he noted.

The move was met with praise from Meru residents on social media, with many lauding Senator Murungi’s role in sponsoring the bill.

“It’s a tremendous achievement for the County Assemblies and the entire Republic. Kathuri Murungi will go down in history for bringing smiles to MCAs across Kenya,” read one post on the Meru Progressive Wall.

Another post celebrated the fund’s potential to enhance Assembly independence:

“Now the Assemblies shall be independent and in a position to execute their oversight role effectively.”

The legislation comes as Kenya marks 12 years of devolution, underscoring ongoing efforts to strengthen county governance and resource allocation.
