Senate committee, taxpayers group seek stronger oversight in agriculture sector

The Senate Standing Committee on Agriculture, Livestock and Fisheries has held a consultative meeting with the National Taxpayers Association (NTA) to explore avenues for enhancing accountability, transparency and value for money in Kenya’s agriculture sector.

The session brought together senators and officials from the NTA to discuss practical ways of strengthening public participation and oversight in the management of devolved agricultural funds. Lawmakers reiterated the Senate’s constitutional mandate to protect the interests of counties, stressing the need for stronger collaboration with civil society groups in monitoring agricultural programmes at the county level.

NTA representatives commended the Senate for opening up legislative spaces to include citizen-led monitoring institutions in its oversight work. They highlighted ongoing initiatives aimed at empowering farmers to track expenditure on county agriculture projects and promote responsible use of public resources.

Following the meeting, the Committee agreed to deepen engagement with the NTA, with the objective of establishing a structured framework for regular information sharing and monitoring of the impact of devolved agriculture. Senators also encouraged counties to adopt transparent reporting systems and involve citizens more actively in the planning and evaluation of agricultural investments.

The discussions reaffirmed the Senate’s commitment to working with public-interest organizations to strengthen accountability within devolved sectors, noting that effective oversight ensures every taxpayer shilling allocated to agriculture contributes to improved livelihoods for farmers across the country.
