The national government has announced plans to protect land owned by agricultural institutions from subdivision and reallocation, citing its critical role in securing Kenya’s long-term food security and agricultural development.
Speaking on Friday during the 29th Graduation Ceremony at Bukura Agricultural College, Agriculture and Livestock Development Cabinet Secretary Mutahi Kagwe warned against growing pressure from individuals and county governments seeking allocation of land belonging to agricultural colleges, research institutions, and state corporations.
He described land held by these institutions as a strategic national asset that must be preserved for future generations, emphasizing its importance in research, training, innovation, and agricultural expansion.
“Land held by agricultural institutions is under threat because we keep receiving requests from citizens and counties to reallocate it. We cannot sacrifice the needs of future generations by disposing of land that is essential for the growth and expansion of these institutions,” Kagwe said.
The CS said the government will take firm measures to safeguard agricultural land banks, noting that they are vital for strengthening food security and supporting innovation in the sector.

He urged graduates to act as ambassadors in protecting public agricultural assets, adding that such institutions represent major national investments with the potential to create jobs and spur economic growth.
Kagwe also challenged agencies under the Ministry of Agriculture, including the Kenya Agricultural and Livestock Research Organization (KALRO) and the Agricultural Development Corporation (ADC), as well as agricultural colleges, to better utilize their extensive land holdings and infrastructure to generate sustainable income.
He said institutions managing large tracts of land should establish viable commercial ventures to reduce reliance on the National Treasury.
“It is time for agricultural institutions to teach as they practice. They should utilize their assets to create profit centres and become more self-sustaining,” he said.

The CS further highlighted government efforts to empower young people through the ENABLE Youth Programme, which equips youth with agribusiness skills, supports business development, and improves access to financing.
He said the initiative aims to create employment opportunities, reduce rural-to-urban migration, and encourage young people to view agriculture as a viable business sector.
The graduation ceremony brought together government officials, agricultural stakeholders, faculty members, parents, and graduates, who celebrated a new cohort expected to contribute to Kenya’s food security and agricultural transformation agenda.
