Govt instructs Co-operatives to make payments on e-citizen platform

Payments to the Management and Supervision Fund will now be done through the e-citizen platform, the Ministry of Co-operatives and Macro, Small and Medium-sized Enterprises Development (MSME) has announced.

In a Circular dated January 17, 2024 by the State Department for Co-operatives,  Commissioner  for Co-operative Development David Obonyo has directed all Co-operative Societies and Auditors to make the payments through the platform  using  two payment options either USSD or the paybill number.

According to the Circular which was also copied to County Commissioners and  Directors for Co-operatives, the fees payable to the fund includes Audit and Supervision fees and the fee paid for inclusion in the list of approved Co-operative auditors paid in by Auditors.

eCitizen is a one-stop portal that allows individuals to access a wide range of government services and complete various transactions online.

The Audit and Supervision fees is payable by Co-operatives when submitting audited financial statements to the Commissioner for Co-operative Development as required by the Co-operative Societies Act, while auditors or auding firms are required to pay an annual fee of Ksh3,000 in order to be included in the list of approved co-operative auditors.

In addition to the above fees, both the Co-operative societies and auditors will be required to pay an additional Ksh50 convinience fees through the platform and will be issued with a Miscelleneous Receipt (MR).

“The aplicants will be required to pay an additional Ksh50 convinience fees through eCitizen. After making the payment, you will be issued with a MR for the amount upon production of printed transaction statements (Mpesa or eCitizen confirmation messages). The MR will be the required proof of paymnet when accessing the services,” stated Obonyo in the Circular.

According to Section 25 (7) of the Co-operative Societies Act, Cap 490 which was ammended in 2004,  no auditor  is required to present the audited accounts of a co-operative society to the members at a general meeting unless the accounts have previously been submitted to the Commissioner in such form as may be prescribed.

President William Ruto directed all government agencies to close existing paybills and process all payments through e-citizen.

The Act further requires the Auditors to submit the audited accounts to a general meeting within four months after the end of the accounting period and shall include their opinion as to whether or not the co-operative society’s business has been conducted in accordance with the provisions of Act and, whether the books of accounts kept by the co-operative society are in agreement therewith and give a true and fair view of the state of the affairs of the society; and in accordance with the co-operative society’s objectives, by-laws and any other resolutions made by the society at a general meeting.
