Nominated MCA Issack Matker has hailed a historic step in Kericho County’s legislative journey after the Kericho County Youth Development Bill 2024, which he sponsored, was officially forwarded to Governor Dr. Erick K. Mutai for assent.
The transmittal was made on 19th November 2025 by the Speaker of the Kericho County Assembly, Rt. Hon. Dr. Patrick C. Mutai, as confirmed in an official letter addressed to the Governor.
The letter communicates that the Kericho County Youth Development Bill 2024, alongside the Kericho County Community Health Services Bill 2024, received full approval from the County Assembly on the 17th and 18th of November, respectively.
Both bills have now been transmitted with accompanying velum copies awaiting the Governor’s signature.

Matker described the moment as a “monumental victory for the youth of Kericho County”, emphasizing that the bill is the result of extensive consultation, research, and commitment to addressing the priorities of young people.
The bill establishes a comprehensive framework to guide youth empowerment initiatives through structured engagement, vocational and leadership training, innovation support, and strengthened participation in county governance.
He explained that the legislation seeks to institutionalize youth inclusion by creating formal mechanisms for mentorship, entrepreneurship development, and youth-focused funding opportunities.
The bill also outlines partnerships between the county government, youth organizations, educational institutions, and development partners to ensure seamless implementation.

Matker expressed profound gratitude to Members of the County Assembly for their unity and constructive contributions throughout the legislative process.
He noted that the bill’s smooth passage reflected a shared recognition of the importance of investing in young people as drivers of social and economic growth.
He further applauded the Office of the Speaker for its efficiency in ensuring timely communication and transmission of the approved bills to the Governor, terming it a strong demonstration of transparent and accountable governance.
Matker reaffirmed his commitment to continue championing youth-centered legislation and to work with relevant stakeholders to ensure that the provisions of the bill translate into real and lasting impact once assented into law.
